VOCATIONAL EDUCATION (CONTRACTS) REGULATIONS, 1931.

VOCATIONAL EDUCATION (CONTRACTS) REGULATIONS, 1931.

WHEREAS it is enacted by sub-section (1) of section 125 of the Vocational Education Act, 1930 (No. 29 of 1930), that the Minister for Education may by order make regulations respecting the procedure of vocational education committees in connection with the business imposed on or transferred to them by that Act.

NOW, I, JOHN MARCUS O'SULLIVAN, Minister for Education, in exercise of the powers conferred on me by sub-section (1) of section 125 of the Vocational Education Act, 1930 (No. 29 of 1930), and of every and any other power me in this behalf enabling, do hereby by this Order make the following regulations, that is to say:—

1. These regulations may be cited as the Vocational Education (Contracts) Regulations, 1931.

2. The Interpretation Act, 1923 (No. 46 of 1923), applies to the interpretation of these Regulations in like manner as it applies to the interpretation of an Act of the Oireachtas.

3. In these Regulations—

the expression " the Minister " means the Minister for Education; the word "committee" means a vocational education committee.

4. Every contract (other than a contract the value or amount whereof does not exceed twenty pounds) made by a committee for the execution of any work shall specify the work to be done, the materials (if any) to be supplied, the prices to be paid by the Committee for such work and materials respectively, the time within which the contract is to be performed, and the penalties for failure or delay in the performance thereof.

5. Before entering into a contract for the execution of any permanent works, a committee shall obtain from a competent person plans and specifications of the work required to be done and an estimate in writing of the probable cost.

6. Before entering into a contract involving the payment by a committee of a sum of fifty pounds or any greater sum, such committee shall cause not less than ten days' public notice by advertisement or otherwise to be given stating the nature and purpose of such contract and inviting tenders for the execution thereof.

7. Before entering into any contract involving the payment by a committee of the sum of one hundred pounds or any greater sum, such committee shall require and take from the person by whom such contract is to be performed sufficient security for the due performance thereof.
