FLOUR AND BREAD (RATIONING) ORDER, 1946 (SUPPLEMENTAL PROVISIONS) (HARVEST PERIOD) ORDER, 1950.

FLOUR AND BREAD (RATIONING) ORDER, 1946 (SUPPLEMENTAL PROVISIONS) (HARVEST PERIOD) ORDER, 1950.

The Minister for Industry and Commerce, in exercise of the powers conferred on him by Article 31 of the Emergency Powers Order, 1939 (S. R. & O., No. 224 of 1939), as amended by the Emergency Powers (No. 173) Order, 1942 (S. R. & O., No. 166 of 1942) (which orders are continued in force by the Supplies and Services (Temporary Provisions) Act, 1946 (No. 22 of 1946)) and of every and any other power him in this behalf enabling, hereby orders as follows:--

1. This Order may be cited as the Flour and Bread (Rationing) Order, 1946 (Supplemental Provisions) (Harvest Period) Order, 1950.

2. In this Order--

the expression " the Principal Order " means the Flour and Bread (Rationing) Order, 1946 (S. R. & O., No. 388 of 1946) as amended ;

the expression "the harvest area " means the area of the State other than the county boroughs of Dublin, Cork, Waterford and Limerick and the borough of Dún Laoghaire ;

the expression " the harvest period " means the period of seven ration weeks ending on Friday, the 29th day of September, 1950 ;

the expression " bona fide harvester " means a person engaged bona fide in harvesting operations during the harvest period.

3. This Order shall be construed as one with the Principal Order.

4. This Order is supplemental to the Principal Order.

5. (1) A person--

(a) who is a bona fide harvester,

(b) who is the bolder of a general ration book containing page 33 comprising coupons marked " T ",

(c) who is not the holder of any supplementary registration page containing coupons marked FB1 to FB26,

(d) who is resident in the harvest area, and

(e) who is registered with a retailer as a flour customer,

may lodge with the retailer the said page 33 completed with the name and address of such person and marked with the word " flour ".

(2) Where a page is lodged by a person with a retailer pursuant to paragraph (1) of this Article, each coupon comprised in the page and marked T1, T2, T3, T4, T5, T6 or T7, shall be deemed to authorise the person to purchase from the retailer, and the retailer to sell to the person, at any time during the harvest period, 1½ lbs. of flour which is not wheatenmeal or which does not represent 100 per cent. of the wheat from which it is derived or 2 lbs. of flour which is wheatenmeal or which represents 100 per cent. of the wheat from which it is derived.

6. (1) A person--

(a) who is a bona fide harvester,

(b) who is the holder of a general ration book containing page 33 comprising coupons marked " T ",

(c) who is not the holder of any supplementary registration page containing coupons marked FB1 to FB26,

(d) who is resident in the harvest area, and

(e) who is registered with a retailer as a bread customer,

may lodge with the retailer the said page 33 completed with the name and address of such person and marked with the word " bread ".

(2) Where a page is lodged by a person with a retailer pursuant to paragraph (1) of this Article, each coupon comprised in the page and marked T1, T2, T3, T4, T5, T6 or T7, shall be deemed to authorise the person to purchase from the retailer, and the retailer to sell to the person, 2 lbs. of bread at any time during--

(a) in case the coupon is marked T1, the week ending the 18th day of August, 1950 ;

(b) in case the coupon is marked T2, the week ending the 25th day of August, 1950 ;

(c) in case the coupon is marked T3, the week ending the 1st day of September, 1950 ;

(d) in case the coupon is marked T4, the week ending the 8th day of September, 1950 ;

(e) in case the coupon is marked T5, the week ending the 15th day of September, 1950 ;

(f) in case the coupon is marked T6, the week ending the 22nd day of September, 1950 ;

(g) in case the coupon is marked T7, the week ending the 29th day of September, 1950.

7. (1) The forms set out in the Second, Third, Fourth, Fifth and Sixth Schedules to the Principal Order are the forms to be used for the purposes of this Order, and the words " Harvest (1950) only " shall be endorsed on each such form.

(2) Every form which is used for the purposes of this Order shall be accompanied by the number of coupons marked. " T1 " appropriate to the weekly quantity of each commodity to which the form relates.
