SOCIAL WELFARE (VOLUNTARY CONTRIBUTORS) REGULATIONS, 1961.

I, SEÁN MacENTEE, Minister for Social Welfare, in exercise of the powers conferred on me by sections 3 and 4 of the Social Welfare Act, 1952 (No. 11 of 1952), hereby make the following Regulations:--

1. These Regulations may be cited as the Social Welfare (Voluntary Contributors) Regulations, 1961.

2. (1) In this article, "person to whom this article applies" means a person who has ceased to be an employed contributor and who is not a person mentioned in paragraph (a) or (b) of sub-section (2) of section 17 of the Social Welfare (Amendment) Act, 1960 (No. 25 of 1960) or is not a person who, immediately before ceasing to be compulsorily insurable under the Widows' and Orphans' Pensions Acts, 1935 to 1952, had been compulsorily insured only under the said Acts.

(2) An application under subsection (2) of section 4 of the Social Welfare Act, 1952 , by a person to whom this article applies to become a voluntary contributor paying contributions at the rate of four shillings and ninepence for a contribution week shall be made on or before the 31st day of March, 1962.

(3) Contributions by a person to whom this article applies shall be payable from the 9th day of January, 1961.

(4) This article shall have effect notwithstanding articles 4 and 5 of the Social Welfare (Voluntary Contributors) Regulations, 1953 (No. 13 of 1953).

EXPLANATORY NOTE.

Old age (contributory) pension was added by the Social Welfare (Amendment) Act, 1960 , to the benefits available to employed contributors paying contributions effective for other benefits in addition to widow's pension. These Regulations provide that late application may be accepted from persons, formerly contributing for the ordinary benefits, to become voluntary contributors paying contributions at the rate of 4/9d. a week as from the 9th January, 1961, provided application is made before the 31st March, 1962.
