FOREIGN POST AMENDMENT (NO. 20) WARRANT, 1979.

FOREIGN POST AMENDMENT (NO. 20) WARRANT, 1979.

I, TOM FITZPATRICK, Minister of State at the Department of Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and the Posts and Telegraphs (Delegation of Ministerial Functions) Order, 1978 ( S.I. No. 3 of 1978 ), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 20) Warrant, 1979.

(2) This Warrant shall come into operation on the 1st day of August, 1979.

2. In this Warrant

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

3. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Foreign Post Amendment (No. 18) Warrant, 1977 ( S.I. No. 213 of 1977 )) of the entries in the First Schedule to this Warrant.

4. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 4 of the Foreign Post Amendment (No. 17) Warrant, 1977 ( S.I. No. 49 of 1977 )) of the entries in the Second Schedule to this Warrant.

5. The Third Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Foreign Post Amendment (No. 17) Warrant, 1977) of the entries in the Third Schedule to this Warrant.

6. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of the Foreign Post Amendment (No. 17) Warrant, 1977) of the entries in the Fourth Schedule to this Warrant.

7. Regulation 5 (1) of the Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ) (inserted by Regulation 6 of the Foreign Post Amendment (No. 15) Warrant, 1974 ( S.I. No. 281 of 1974 )), as amended by Regulation 3 of the Foreign Post Amendment (No. 19) Warrant, 1978 ( S.I. No. 174 of 1978 ), is hereby amended by the substitution for "62p" of "75p".

8. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ), is hereby amended by the substitution of the following paragraphs for paragraphs (1) and (2) of Regulation 5, inserted by Regulation 7 of the Foreign Post Amendment (No. 18) Warrant, 1977, and amended by Regulation 4 of the Foreign Post Amendment (No. 19) Warrant, 1978--

"(1) Subject to the following paragraphs of this Regulation there shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage:

For a packet not exceeding 50g ............................................................ .................................................... 6p
For a packet exceeding 50g. but not exceeding 100g ............................................................ ................ 7p
For a packet exceeding 100g. but not exceeding 250g ............................................................ .............. 14p
For a packet exceeding 250g. but not exceeding 500g ............................................................ .............. 25p
For a packet exceeding 500g. but not exceeding 1 kg ............................................................ ............... 42p
For a packet exceeding 1 kg. but not exceeding 2kg ............................................................ ................. 60p
For each extra kg. or part thereof excess of 2kg ............................................................ ......................... 40p

(2) Where the Minister has made arrangements with the senders for the transmission of outgoing packets to which this Warrant applies in mail bags provided by the Minister, there shall be charged and paid on every mail bag containing such packets the following rates of postage:

( a ) For every kg. weight of the mail bag and its contents conveyed by surface means, 53p.

( b ) For every kg. weight of the mail bag and its contents conveyed by air over all or part of the route, a rate not exceeding 348p".

Length, 148 mm; Width, 105 mm.
Minimum Dimensions:
Length, 140 mm; Width, 90 mm.

SECOND SCHEDULE.

1. Late Fee Postal Packet

A fee (in addition to the postage) not exceeding 2½p as may be prescribed.

2. Customs Clearance Fee on incoming postal packet liable to Customs Duty.

A fee of 33p per packet.

3. Express postal packet--outgoing

A fee not exceeding 12p as may be prescribed.

Express postal packet--incoming

At the scale of fees in force for express delivery of Inland postal packets.

4. Ordinary registration

A fee of 32p per packet.

Late-fee registration

A fee (in addition to the ordinary registration fee) not exceeding 5p as may be prescribed.

5. Advice of delivery

A fee of 12p per registered postal packet.

EXPLANATORY NOTE.

This Warrant applies to the Foreign Post service and comes into operation on 1st August, 1979. It authorises increases in the postage rates for letters, postcards, printed packets (ordinary rate, reduced rate, bulk post rates and accelerated surface bulk rates) and small packets as well as in the fees for the express delivery, registration, insurance and customs clearance services. It also authorises an increase in the maximum compensation for registered letter packets.
