I, ALBERT REYNOLDS, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by section 2 of the Telegraph Act, 1885, hereby make, with the consent of the Minister for Finance, the following Regulations:
|
|
|
1. (1) These Regulations may be cited as the Telephone (Amendment) Regulations, 1981.
|
|
|
(2) The Telephone Regulations, 1980 ( S.I. No. 195 of 1980 ), and these Regulations may be cited together as the Telephone Regulations, 1980 and 1981.
|
|
|
2. These Regulations shall come into operation on the 1st day of April, 1981.
|
|
|
3. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.
|
|
|
4. The Telephone Regulations, 1980, are hereby amended by:
|
|
|
( a ) the substitution of the following Regulation for Regulation 45:
|
|
|
"45. The Minister may from time to time increase or reduce the subscription or charges. In the event of an increase he shall give to the subscriber 28 days notice before the increase takes effect. When any increase or reduction takes effect, the agreeemnt shall be construed as if the increased or reduced subscription or charges were provided for in the agreement.";
|
|
|
( b ) the substitution of the following Schedule for the First Schedule thereto:
|
|
|
"FIRST SCHEDULE.
|
|
|
Regulation 9
|
|
|
Charges for Local Calls.
|
|
|
|
|
|
| To a subscriber |
| (a) |
if he rents an exchange line without a coinbox |
6.75p per call |
| (b) |
if he rents an exchange line with a coinbox from which subscriber dialled trunk calls cannot be made |
9p per call |
| (c) |
if he rents an exchange line with a coinbox from which subscriber dialled trunk calls can be made |
Per call as follows: 9.5p for the first five-minute period, 4.75p for the second five-minute period, 9.5p for the third five-minute period, 4.75p for each of the next two five-minute periods and this cycle repeated for subsequent five-minute periods. |

Regulation 10
|
|
|
Charges for Subscriber Dialled Trunk Calls.
|
|
|
In respect of each period or part of a period of time specified in the Table to this Schedule which is appropriate to the call and during which the call continues:--
|
|
|
( a ) the sum of 6.75p shall be charged to a subscriber without a coinbox,
|
|
|
( b ) the sum of 9.5p shall be charged to a subscriber with a coinbox for the first period of time, the sum of 4.75p for the second period of time, the sum of 9.5p for the third period of time and the sum of 4.75p for each of the next two periods of time, and if the length of the call exceeds those periods combined, the aforementioned cycle of payment shall apply to such further time as the call continues,

|
|
( c ) the sum of 10p shall be paid or placed in the coinbox by a caller from a call office or coinbox exchange line for the first period of time, 5p for the second period of time, 10p for the third period of time, 5p for each of the next two periods of time, and if the length of the call exceeds those periods combined, the aforementioned cycle of payment shall apply to such further time as the call continues.

|
|
|
The purpose of these Regulations is:
|
|
|
( a ) to reduce the period of notice of increased charges to be given to subscribers from 1 calendar month to 28 days.
|
|
|
( b ) to provide for the following increases in charges:

charge to non-coinbox subscriber from 5.85p to 6.75p.
