FOREIGN POST AMENDMENT (NO. 34) SCHEME, 1998.

FOREIGN POST AMENDMENT (NO. 34) SCHEME, 1998.

AN POST, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983) and with the consent of the Minister for Public Enterprise, hereby makes the following Scheme:

(i) This Scheme may be cited as the Foreign Post Amendment (No. 34) Scheme, 1998.

(ii) This Scheme shall be operative with effect from the 6th day of April, 1998.

2. In this Scheme--

"the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

"Scheme No. 33" means the Foreign Post Amendment (No. 33) Scheme, 1991 ( S.I. No. 96 of 1991 ).

3. Paragraph 3 of Regulation 3 of the Principal Warrant is hereby amended by the substitution for that regulation of the following:

The expression "Letter (Priority)" means a letter conveyed by the quickest possible route, air or surface with priority.

The expression "Letter (Economy)" means a letter for which the sender has chosen a lower postage rate than that applying to "Letter (Priority)".

4. Paragraph 15 of Regulation 3 of the Principal Warrant is hereby amended by the substitution for that Regulation of the following:

The expression "postal packet" means (except where otherwise expressed) a letter, air letter, postcard, letter packet or packet of literature for the blind.

5. Paragraph 17 of Regulation 3 of the Principal Warrant is hereby revoked.

6. Paragraph 20 of Regulation 3 of the Principal Warrant is hereby revoked.

7. Regulation 7 of the Principal Warrant is hereby revoked.

8. Regulation 12 of the Principal Warrant is hereby revoked.

9. The words "printed packets" shall be deleted from Regulation 15 (4) of the Principal Warrant.

10. Regulation 19 (e) of the Principal Warrant is hereby revoked.

11. Regulation 21 (2) of the Principal Warrant is hereby amended by the deletion of the words "printed packet".

12. The following words shall be deleted from Regulation 25 of the Principal Warrant: "printed packet".

13. Regulation 27 of the Principal Warrant is hereby revoked.

14. Regulation 28 of the Principal Warrant is hereby revoked.

15. The entries in the First, Second and Third Schedules to this Scheme are hereby respectively substituted for the entries in the First, Second and Third Schedules, as amended, to the Principal Warrant.

A fee of £2.00.

At the scale of fees in force for express delivery of Inland postal packets.

4. Ordinary registration

A fee of £1.70 per packet.

Late fee registration

A fee (in addition to the ordinary registration fee) of 17p.

5. Advice of delivery

A fee of £1.00 per registered postal packet.

EXPLANATORY NOTE.

This Scheme applies to the Foreign Post Service and shall be operative from the 6th day of April, 1998. It authorises the cessation of the printed paper service, the restructuring of postage rates for letters, postcards and certain other items, and increases in the postage rates and fees for miscellaneous services.
