Notice of the making of this Statutory Instrument was published in | ||

I, MICHEÁL MARTIN, Taoiseach, in exercise of the powers conferred on me by section 25 (1) of the Statistics Act 1993 (No. 21 of 1993) and, other than in relation to paragraph 3 of the Schedule to the following order, for the purpose of giving full effect to Commission Regulation (EU) 2015/359 of 4 March 20151 , hereby order as follows: | ||
1. This Order may be cited as the Statistics (Income of Private Hospitals Survey) Order 2021. | ||
2. In this Order - | ||
“healthcare” means all activities with the primary purpose of improving, maintaining and preventing the deterioration of the health status of persons and mitigating the consequences of ill-health through the application of qualified health knowledge; | ||
“medical provider” includes - | ||
(a) a registered medical practitioner within the meaning of the Medical Practitioners Act 2007 (No. 25 of 2007), | ||
(b) a registered dentist within the meaning of the Dentists Act 1985 (No. 9 of 1985), and | ||
(c) a registered pharmacist within the meaning of the Pharmacy Act 2007 (No. 20 of 2007); | ||
“private hospital” means a hospital (including an approved centre within the meaning of section 63 of the Mental Health Act 2001 (No. 25 of 2001)) which - | ||
(a) provides healthcare, and | ||
(b) is not a publicly-funded hospital, | ||
and includes a private hospital in respect of which arrangements have been, or may be, made for the provision of services at the hospital to public patients by agreement with the Health Service Executive; | ||
“publicly-funded hospital” means a hospital which provides services to a person pursuant to his or her entitlement under Chapter II of Part IV of the Health Act 1970 (No. 1 of 1970); | ||
“public sources” includes - | ||
(a) the National Treatment Purchase Fund, | ||
(b) the Health Service Executive, | ||
(c) the Department of Health, | ||
(d) a Department of State (other than the Department of Health), and | ||
(e) a health authority of another state; | ||
“survey” means the Income of Private Hospitals Survey conducted by the Central Statistics Office for the purposes of obtaining from private hospitals the information specified in the Schedule. | ||
3. This Order applies to a private hospital in the State. | ||
4. A requirement on a private hospital to which this Order applies to provide, once only and for the purposes of the survey, information the general nature of which is specified in the Schedule, is hereby prescribed. | ||
5. The Statistics (Income of Private Hospitals) Order 2014 ( S.I. No. 383 of 2014 ) is revoked. | ||
SCHEDULE | ||
Article 4 | ||
1. In relation to each of the years 2019 and 2020, the detailed income and expenditure statements in accordance with a private hospital’s audited financial statements. | ||
2. In relation to each of the years 2019 and 2020, the following particulars in accordance with a private hospital’s audited financial statements: | ||
(a) income from public sources; | ||
(b) income from private health insurers; | ||
(c) income from patient contribution (classified by care type and excluding income from patients’ private health insurance); | ||
(d) income from charitable sources; | ||
(e) income from private sources; | ||
(f) income from bequests and private donations; | ||
(g) income from medical providers for use of a private hospital’s facilities; | ||
(h) surplus of income over costs and expenditure; | ||
(i) income from other sources. | ||
3. Particulars of the time taken to complete the form, questionnaire or other record prepared by the Director General for the collection of information referred to in paragraph 1 and 2. | ||
