Administrative Law-state-owned entities-sovereign immunity in respect of property-foreign state has insufficient control over state-owned entity's shares in Jersey companies to engage sovereign immunity if shares legally and beneficially owned by entity, with day-to-day control; cannot be applied towards payment of state's liabilities; entity requires state consent to dispose of shares; and state has some control over appointment of directors of Jersey companies
