HEALTH AND PERSONAL SOCIAL SERVICES (NORTHERN IRELAND) ORDER 1972 - SECT 41 



41. The Ministry may allow persons to make use, on such terms and conditions
as it thinks fit, of any services the provision of which is involved in the
provision of services under this Order; and it may, in the case of services
the provision of which is so involved, provide them to an extent greater than
that necessitated by the provision of services under this Order if it thinks
it expedient to do so in order to allow persons to make use of them.
