POLLUTION CONTROL AND LOCAL GOVERNMENT (NORTHERN IRELAND) ORDER 1978 - SECT 75

75. Anything required or authorised by Articles 30 to 32 and 65 to be done by
a district council may be done by an officer of the council authorised in that
behalf by the council either generally or specifically.
