83.(1) The Ministry may make grants or loans towards the whole or part of any expenditure incurred or to be incurred in the repair or maintenance of a listed building other than a building specified in Article 33(1), or in the upkeep of any land comprising, or contiguous or adjacent to any such building, or in the repair or maintenance of any objects ordinarily kept in the building. [(1A) Grants under this Article to the National Trust for Places of Historic Interest or Natural Beauty may, if the Department thinks fit, be made by way of endowment.] (2) The Ministry may attach to any grant or loan under this Article such conditions as it thinks fit for securing public access to the whole or part of the property to which the grant or loan relates. (3) Before making any grant or loan under this Article the Ministry shall consult with the Council both as to the making of the grant or loan and as to the conditions subject to which it should be made. (4) Any loan under this Article shall be made on such terms as to repayment, payment of interest and otherwise as the Ministry may, with the approval of the Ministry of Finance, determine. [
