[17th January 1977]4P ART I [{1}Act] 1972| can apply, and accordingly . . . residue amends sch.1 to 1972 c.11 B >(2) Where a person who is employed by the Board and is by reference to that employment a participant in a scheme under section 1 of the said [{1}Act] of 1972 becomes a member of the Board, the Minister for the Civil Service may determine that his service as a member shall be treated for the purposes of the scheme as service as an employee of the Board; and his rights under the scheme shall not be affected by paragraph 5. 10. The Employer's Liability (Defective Equipment and Compulsory Insurance) (Northern Ireland) Order 1972 shall not require insurance to be effected by the Board. 11.(1) Subject to the provisions of this Order, the arrangements for the proceedings of the Board (including the quorum for meetings) shall be such as the Board may determine. (2) The arrangements may, with the approval of the Secretary of State, provide for the discharge, under the general direction of the Board, of any of the Board's functions by a committee or by one or more of the members, officers or servants of the Board. 12. The validity of any proceedings of the Board shall not be affected by any defect in the appointment of a member or by any vacancy among the members or in the office of chairman or deputy chairman. 13. The Secretary of State shall pay to the Board expenses incurred or to be incurred by the Board under paragraphs 6 and 8 and, with the consent of the Minister for the Civil Service and the Treasury, shall pay to the Board such sums as the Secretary of State thinks fit for enabling the Board to meet other expenses. 14.(1) It shall be the duty of the Board (a)to keep proper accounts and proper records in relation to the accounts; (b)to prepare in respect of each financial year of the Board a statement of accounts in such form as the Secretary of State may direct with the approval of the Treasury; and (c)to send copies of the statement to the Secretary of State and the Comptroller and Auditor General before the end of the month of November next following the financial year to which the statement relates. (2) The Comptroller and Auditor General shall examine, certify and report on each statement received by him in pursuance of this paragraph and shall lay copies of each statement and of his report before Parliament.
