The Department for Regional Development(1) in accordance with Article 15(1) of the Roads (Northern Ireland) Order 1993(2) proposes to construct the road described in Part I of the Schedule and considers it expedient to designate it as a special road.
The Department in accordance with Article 14(1) of that Order considers it expedient for the purpose of improving the trunk system that–
(a) the road described in Part I of the Schedule and the roads proposed to be constructed as described in Part II of the Schedule should be designated as trunk roads; and
(b) the length of the Belfast-Coleraine-Londonderry Trunk Road T7 described in Part III of the Schedule should become part of the Ballymena-Kilwaughter Trunk Road T19.
The Department in accordance with Article 68(4) of that Order proposes on completion of works providing alternative facilities for road traffic to–
(a) stop-up the roads described in Part IV of the Schedule; and
(b) stop-up the road described in Part V of the Schedule to vehicular traffic.
The Department has published, served and displayed a notice in compliance with paragraphs 1, 2 and 3 of Schedule 8 to that Order.
One objection was received and not withdrawn and the Department considered the objection.
The Department having caused a local inquiry to be held into the objection to the proposed Order and having considered the report of the person who held the inquiry, now proposes to make the Order without modification.
The Department makes the following Order in exercise of the powers conferred by Articles 14(1), 15(1), 16(1) and (2) and 68(1) and (3) of the Roads (Northern Ireland) Order 1993 and now exercisable by it(3):
1.–(1) This Order may be cited as the M2/A26 (Ballee Road East link) Order (Northern Ireland) 2008 and shall come into operation on 18th April 2008.
(2) In this Order "the map" means drawing No. 04N001/R/M/P/012G marked "M2/A26 (Ballee Road East link) Order (Northern Ireland) 2008" copies of which have been deposited at the Department´s Roads Service offices, Headquarters, Room 2-01, Clarence Court, 10-18 Adelaide Street, Belfast BT2 8GB; and Northern Division, County Hall, Castlerock Road, Coleraine BT51 3HS.
2.–(1) The road described in Part I of the Schedule shall become special and trunk road and be part of the Belfast-Coleraine-Londonderry Trunk Road T7.
(2) The roads described in Part II of the Schedule shall become trunk roads and be part of the Belfast-Coleraine-Londonderry Trunk Road T7.
(3) The length of the Belfast-Coleraine-Londonderry Trunk Road T7 described in Part III of the Schedule shall become part of the Ballymena-Kilwaughter Trunk Road T19.
3.–(1) The Department shall carry out such works as the Department considers necessary for the provision of alternative facilities for road traffic and on completion of the works:
(a) the roads described in Part IV of the Schedule shall be stopped-up to road traffic; and
(b) the road described in Part V of the Schedule shall be stopped-up to vehicular traffic.
(2) The Department shall carry out such works as it considers necessary to prevent or restrict to such extent as the Department thinks fit, access to the roads described in Part IV of the Schedule by road traffic and to the road described in Part V of the Schedule by vehicular traffic.
4. The road described in Part I of the Schedule shall be used only by traffic of Classes I and II as set out in Schedule I to the Roads (Northern Ireland) Order 1993.

680 metres of new road in the townlands of Ballycreggy and Ballykeel, County of Antrim, under the Larne Road Roundabout, from a point 270 metres south-west of the centre point of the Larne Road Roundabout South Bridge to a point 278 metres north of the centre point of the Larne Road Roundabout North Bridge, more particularly delineated, hatched red and marked Motorway on the map.
1685 metres of new roads in the townlands of Ballylesson and Ballycreggy, County of Antrim consisting of–
(a) 990 metres, from a point 885 metres south-west of the junction of the existing A26 Ballee Road East and C46 Liminary Road, to a point 270 metres south-west of the centre point of the Larne Road Roundabout South Bridge, more particularly delineated, coloured red and marked dual carriageway on the map;
(b) 275 metres of slip road, from a point on the Larne Road Roundabout 65 metres west of the centre point of the South Bridge for a distance of 275 metres in a generally southerly direction, more particularly delineated, coloured red and marked northbound off-slip on the map;
(c) 420 metres of slip road, from a point on the Larne Road Roundabout 85 metres east of the centre point of the South Bridge for a distance of 420 metres in a generally south-westerly direction, more particularly delineated, coloured red and marked southbound on-slip on the map.
Larne Road Roundabout (863 metres), more particularly delineated and coloured yellow on the map.
1. A26 Ballee Road East at a point 625 metres south-west of its junction with C46 Liminary Road, more particularly delineated, coloured green and marked J1 on the map.
2. C46 Liminary Road:
(a) at a point 160 metres south-east of its junction with A26 Ballee Road East, more particularly delineated, coloured green and marked J2 on the map;
(b) at a point 215 metres south-east of its junction with A26 Ballee Road East, more particularly delineated, coloured green and marked J3 on the map;
(c) at a point 640 metres south-east of its junction with A26 Ballee Road East, more particularly delineated, coloured green and marked J4 on the map.
A26 Ballee Road East at a point 190 metres south-west of its junction with C46 Liminary Road, more particularly delineated, coloured purple and marked S1 on the map.
(This note is not part of the Order)
This Order provides that–
(a) 680 metres of proposed new road described in Part I of the Schedule, more particularly delineated and hatched red on the map, shall be special road subject to motorway traffic restrictions and be part of the M2 Motorway and Belfast-Coleraine-Londonderry Trunk Road T7; and
(b) 1685 metres of new roads described in Part II of the Schedule, more particularly delineated and coloured red on the map, shall become trunk roads and be part of the trunk road system; and
(c) 863 metres of the existing Trunk Road T7 described in Part III of the Schedule, more particularly delineated and coloured yellow on the map, shall become part of the Ballymena-Kilwaughter Trunk Road T19.
The Order also provides for the stopping-up of certain roads.
Other proposed new connecting roads which are not the subject of this Order are shown coloured blue on the map for the purpose of clarification.
