Summary: The complainant made a request to the City of London for legal advice which led to a decision by the public authority to grant the Church of Scientology Religious Education College mandatory relief in relation to the business rates it is charged. The public authority refused to disclose the information on the basis of the exemption contained in section 42 of the Act. The Commissioner has investigated the complaint and has upheld the public authority-™s application of section 42. The Commissioner requires no steps to be taken. Information Tribunal appeal number EA/2009/0095 has been dismissed.
