Summary: The complainant requested information about the widening of a crossover from the council, together with other information associated with a change of use of business premises. The council relied upon section 14 of the Act and regulation 12(4)(b). The Commissioner-™s decision is that the information in question is environmental information. The Commissioner-™s decision is that the authority was able to rely upon regulation 12(4)(b). The complainant-™s request was vexatious and therefore manifestly unreasonable for the purposes of the regulation 12(4)(b). The Commissioner has not therefore considered the application of section 14 further in this instance.
