Summary: The complainant requested copies of minutes of the public authority-™s board meetings. The public authority provided some information but refused to disclose the remainder of the information under sections 22, 36 and 43(2) of the Act. During the course of the Commissioner-™s investigation the complainant reduced the scope of his complaint to one set of minutes, the headings, subheadings and any environmental information from other minutes. The Commissioner concluded that the public authority was correct to withhold some information under sections 36 and 43(2). He determined that the remainder of the information should have been disclosed. The Commissioner also identified some procedural breaches by the public authority.
