The Commissioner-™s decision is that East Herts District Council has not dealt with the requests for information in accordance with the Freedom of Information Act 2000 and Environmental Information Regulations 2004 by: incorrectly withholding information under the vexatious exclusion, and, in the case of environmental information, the manifestly unreasonable exception; and taking too long to respond in and provide the information.
