Summary: The complainant has requested the names of the members of a Standards Committee Local Assessment Review Panel and the Chairman whose signature is on a specific decision notice. The Commissioner-™s decision is that East Lindsey District Council has incorrectly applied the exemption where disclosure would, or would be likely to, inhibit the free and frank exchange of views for the purposes of deliberation and the exemption where disclosure would otherwise prejudice the effective conduct of public affairs as the public interest in maintaining the exemption does not outweigh the public interest in disclosing the information. The Commissioner requires the public authority to disclose the requested information.
