Summary: The complainant requested the names and numbers of individuals who had signed an e-petition on Nottingham City Council-™s (the council-™s) website. The council failed to provide a response to the request within 20 working days, in breach of section 10(1) of the FOIA. The Commissioner requires the council either to comply with the requirements of section 1 of the FOIA or to issue a valid refusal notice in accordance with section 17.
