Summary: The complainant requested information about the salary and employment details for the Parish Clerk. Willington Parish Council (-˜the Council-™) refused to comply with the request as it viewed the request to be vexatious, and cited section 14(1) of the FOIA as its grounds for refusal. The Commissioner-™s decision is that the request is vexatious within the meaning of section 14(1) and the Council was not obliged to comply with it. The Commissioner does not require any steps to be taken.
