Summary: The complainant requested information relating to the planned building of an academy school in Hackney. London Borough of Hackney (the Council) refused to disclose this information on the basis that the complainant-™s requests were manifestly unreasonable and so the exception provided by regulation 12(4)(b) applied. The Commissioner-™s decision is that the requests were not manifestly unreasonable and so the exception provided by regulation 12(4)(b) was not engaged. The Commissioner requires the Council to issue a fresh response to the complainant-™s requests that does not rely on regulation 12(4)(b).
