Summary: The complainant has requested an internal Council report containing details of the financial settlement reached between the Council and the former Chief Executive following her departure from the Council. The Council provided the complainant with a heavily redacted copy of the report but withheld the majority of the information (including the financial details) under section 40(2). The Commissioner-™s decision is that East Herts Council (the Council) has correctly applied section 40(2) to the information requested.
