Summary: The complainant has requested a copy of a report by Sir Peter North into concerns surrounding the admission to the University of Oxford (the University) as a D Phil student of Mr Mehdi Hashemi, son of former Iranian President Akbar Hashemi Rafsanjani. The University withheld Sir Peter North-™s main report and his supplemental report in their entirety under Sections 41 and 36(2) of the Freedom of Information Act (the Act) and applied Sections 40(2) and 38 to parts of the reports. The Commissioner-™s decision is that the University correctly applied Section 41 (information provided in confidence) to the requested information and that following a revised disclosure to the complainant by the University of Sir Peter North-™s key findings and the report-™s outcomes, no further action is required.
