Summary: The complainant requested information about the Wales in Bloom competition. Prestatyn Town Council (-˜the Council-™) initially stated it did not hold the information. At the internal review stage the Council applied section 14 of the FOIA to the request as it considered it to be vexatious. During the course of the Commissioner-™s investigation, the Council stated that the information requested was not held. The Commissioner-™s decision is that, on the balance of probabilities, the Council does not hold the information requested. He does not require any steps to be taken.
