Summary: The complainant has requested information relating to the rights and employment status of Barbican Centre stewards/hosts. The City of London (-˜the CoL-™) refused to respond to the request on the grounds that it is vexatious, and applied section 14 FOIA. The Commissioner-™s decision is that the CoL has correctly applied section 14 FOIA and that the request is vexatious. The Commissioner therefore does not require the public authority to take any further action in this case.
