Summary: The complainant requested information about local protocols in connection with guidance contained within Police Negotiation Board (PNB) Circular 10/4. Despite the intervention of the Commissioner, the South Wales Police Authority (now the Police and Crime Commissioner for South Wales) (-PCC for South Wales-) has not responded to the request. The Commissioner-s decision is that the PCC for South Wales breached section 10 of the FOIA in that it failed to provide a valid response to the request within 20 working days of receipt. The Commissioner requires the public authority to issue a response under the FOIA.
