Summary: The complainant has asked Goring Parish Council about information on any training undertaken by the clerk to the Council or any councillor in relation to the Freedom of Information Act (FOIA). The Commissioner-™s decision is that on the balance of probabilities it is unlikely that Goring Parish Council holds the requested information. However, the Commissioner-™s decision is that Goring Parish Council breached section 1(1)(a) of the FOIA because it did not clearly inform the complainant that no relevant information was held. The Commissioner requires the public authority to write to the complainant to confirm that it does not hold the requested information.
