Summary: The complainant requested information about the number of licensed taxi drivers with serious criminal convictions for violence from Rochdale Metropolitan Borough Council (-the council-). The council refused to comply with the request on the basis that to do so would exceed the appropriate limit in costs set by section 12(1) of the Freedom of Information Act 2000 (-the FOIA-). The Commissioner-s decision is that the council correctly applied section 12(1). Additionally, the Commissioner found there to be no breach of section 16(1), as there were no means by which the request could reasonably be refined. The Commissioner does not require any steps to be taken.
