The complainant has made a request to Harpenden Town Council (“the council”) for all emails from between two dates that contain the word “Westfield”. The council refused the request citing regulation 12(4)(b) of the Environmental Information Regulations (“the EIR”).The Commissioner’s decision is that the council has correctly applied regulation 12(4)(b). The Commissioner does not require any steps to be taken.
