The complainant has requested a recording of a presentation provided by a QC to members and planning officers at the council. The council refused the request on the grounds that the Regulation 12(5)(b) and Regulation 12(5)(f) apply. The Commissioner’s decision is that the council was correct to apply Regulation 12(5)(b). As such he has not considered the application of Regulation 12(5)(f) further. The Commissioner does not require the council to take any steps.
