The complainant requested planning information. Ribble Valley Borough Council (the Council) initially refused to disclose this information, but without specifying any provision from the EIR as grounds for doing so. It later specified the exception provided by regulation 12(5)(f) (adverse effect to the interests of the person who provided the information). It subsequently changed its position and disclosed the requested information. The Commissioner’s decision is that the Council breached regulation 14(3) through its poor handling of the request.
