The complainant has made a request to Rochdale Metropolitan Borough Council (“the council”) for information about a market charter. The council provided held information in response. The complainant subsequently contested the completeness of the response. The Commissioner’s decision is that the council has provided all held information falls within the scope of the request. However, the Commissioner identified that the council provided its response outside of 20 working days, and therefore breached the requirement of section 10(1). The Commissioner does not require any steps to be taken.
