The complainant has requested information from London Councils relating to the number of appeals by the Parking on Private Land Appeals (POPLA) service for penalty charge notices (PCNs) issued by ParkingEye Ltd. London Councils explained that it does not hold this information for the purposes of the FOIA. The Commissioner’s decision is that London Councils does not hold the information for the purposes of the FOIA and he does not require any further steps to be taken.
