The complainant has requested information about numbers of police officers on duty at a specific time. Essex Police has refused to provide this citing the exemptions at sections 31(1)(a)(b)(c)(law enforcement) and 38(1)(a)(b)(health and safety). The Commissioner’s decision is that neither exemption is engaged. He therefore requires Essex Police to disclose the requested information.
