The complainant requested from the London Borough of Southwark (“the Council”) information about work undertaken by a contractor on a particular Travellers’ site. The Council provided some information but withheld details of variations to the costings for the work under section 43(2). The Commissioner’s decision is that the Council has incorrectly applied section 43(2) to the withheld information. The Commissioner requires the Council to disclose to the complainant the information that it withheld under section 43(2).
