The complainant has requested information relating to population and household growth as it relates to long term school place planning. Leeds City Council disclosed some information and withheld other information under the exception for material in the course of completion (regulation 12(4)(d) of the EIR). The Commissioner’s decision is that Leeds City Council has correctly applied regulation 12(4)(d) to withhold the requested information. The Commissioner does not require the public authority to take any steps.
