The complainant requested the names of two candidates who were unsuccessful in a co-opting exercise undertaken by Sully and Lavernock Community Council (‘the Council’) to recruit new councillors. The Council withheld the information requested under section 40(2) of the FOIA. The Commissioner’s decision is that the Council has correctly applied section 40(2) to the withheld information. He does not require any steps to be taken.
