The complainant has requested information relating to the injury on duty award review conducted by Avon and Somerset Constabulary (“the Constabulary”). The Constabulary considered that the request was vexatious and relied on section 14(1) of the FOIA to refuse to comply with it. The Commissioner’s decision is that the Constabulary was entitled to refuse to respond to the requests using section 14(1) of the FOIA. The Commissioner does not require the Constabulary to take any steps. This decision notice is currently under appeal to the Tribunal.
