The complainant has requested an accident investigation report (the ‘Report’) concerning two vehicles. Hertfordshire Constabulary (the ‘Constabulary’) confirmed that it held the Report but refused to provide it citing section 40(2) (personal information) of the FOIA. The Commissioner’s decision is that it was entitled to do so and he requires no steps.
