The complainant requested information about the sale of plots on Fulney Lane North, Spalding, Lincolnshire. The Commissioner’s decision is that South Holland District Council (“the Council”) breached section 10(1) of the FOIA; as it failed to respond to the request within the statutory 20 working day timeframe. The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation: provide a response to the complainant’s request of 19 October 2016.
