The complainant requested copies of correspondence between various parties and Thames Valley Police, relating to complaints about a local resident. Thames Valley Police would neither confirm nor deny holding the information, citing the exemptions at section 30 (investigations and proceedings) and section 40 (personal information) of the FOIA. The Commissioner’s decision is that Thames Valley Police was entitled to rely on section 30(3) to neither confirm nor deny holding the requested information.
