Portsmouth City Council

The complainant made a request under FOIA to be provided with information about the number of people living at a specific address in Southsea. Portsmouth Council (“the Council”) withheld this information under section 40(2) of FOIA as when considered alongside other information in the public domain it could lead to the occupants being identified. The Commissioner’s decision is that the Council was entitled to rely on section 40(2) to withhold the requested information. The Commissioner does not require the Council to take any steps in relation to this decision notice.
