Leeds City Council

The complainant requested from Leeds City Council (the Council) information regarding the A660 Cycleway Scheme and the consultation process around this. The Council refused the request and cited regulation 12(4)(b) (manifestly unreasonable) of the EIR. The Commissioner’s decision is that the Council was entitled to rely on regulation 12(4)(b) of the EIR to refuse to comply with the request. The Commissioner does not require the Council to take any steps as a result of this decision.
