The Police Federation (Amendment) Regulations 1973

In exercise of the powers conferred on me by section 44 of the Police Act 1964, and after consultation with the three Central Committees of the Police Federation for England and Wales sitting together as a Joint Committee, I hereby make the following Regulations:-

1. These Regulations may be cited as the Police Federation (Amendment) Regulations 1973 and shall come into operation on 1st June 1973.

2. In these Regulations a reference to the principal Regulations is a reference to the Police Federation Regulations 1969(1), as amended(2).

3. In Regulation 6(5) of the principal Regulations (branch boards) for the reference to Regulation 9(4) there shall be substituted a reference to Regulation 9(3).

4. For Regulation 14(3) of the principal Regulations (women's regional conferences) there shall be substituted the following provisions:-

"(3) From each police force in the region in question which has an authorised establishment which includes two hundred or more women of all ranks there shall be three additional delegates to a conference held under this Regulation, one such delegate being elected from among their own number by the women holding, respectively, the rank of inspector, sergeant and constable in the force in question.

(4) Schedule 2 shall have effect in relation to the proceedings of a women's regional conference and Schedule 3 shall have effect in relation to such a conference.".

5.-(1) Paragraph (1)(b) of Regulation 13 of the principal Regulations (proceedings of central committees) shall be omitted.

(2) After paragraph (4) of the said Regulation 13 there shall be inserted the following provision:-

"(4A) Without prejudice to paragraphs (1) and (2), the Joint Central Committee of the Federation may hold an ordinary meeting once a year with the Joint Central Committee of the Scottish Police Federation and the Central Committee of the Police Federation for Northern Ireland, such meeting lasting not more than two days.".

6.-(1) At the end of paragraph 1 of Schedule 3 to the principal Regulations (elections etc.) there shall be added the words "each women's regional conference".

(2) At the end of paragraph 5(2) of the said Schedule 3 there shall be added the following provision:-

"(f)in relation to the election of additional delegates to a women's regional conference by women in a particular force and to casual vacancies among the delegates so elected, the women members of the inspectors', sergeants' and constables' branch boards in the force in question."

EXPLANATORY NOTE

These Regulations amend the Police Federation Regulations 1969. The main changes are described below.

Regulations 4 and 6 provide that police forces with an establishment of 200 women officers or more shall have increased representation at women's regional conferences.

Regulation 5 replaces the provision of the 1969 Regulations authorising each Central Committee of the Police Federation for England and Wales to hold an annual meeting with the corresponding committee of the Scottish Police Federation by provision authorising the Joint Central Committee for England and Wales to hold such a meeting with both the Scottish Joint Central Committee and the Central Committee of the Police Federation for Northern Ireland.
