The Minister of Transport (in relation to England) and the Secretary of State for Wales (in relation to Wales) in exercise of the powers conferred on them by section 20(2) and (3) of the Road Traffic Act 1972 and now vested in them(1) and of all other enabling powers, after consultation with representative organisations in accordance with section 199(2) of the said Act, hereby make the following Regulations:-
1. These Regulations shall come into operation on 12th September 1980 and may be cited as the Cycle Racing on Highways (Amendment) Regulations 1980.
2. The Cycle Racing on Highways Regulations 1960(2) shall be further amended in accordance with the provisions of these Regulations.
3. In Regulation 5, in paragraph (1), for item (i) in sub-paragraph (a) substitute the following item:-
"(i)the number of competitors must not exceed-
in two, but not more than two, races selected in any one year by the British Cycling Federation of 70 Brompton Road, London, 84;
in the case of any race not promoted by virtue of sub-paragraph (a) above, 60.".

1. The Cycle Racing on Highways Regulations 1960, which apply to England and Wales, authorise certain races or trials of speed between bicycles or tricycles, not being motor vehicles (described in those Regulations as bicycle races), to be held on public highways subject to certain conditions including the condition that the number of competitors taking part must not exceed 40.
2. These Regulations amend the maximum number of competitors-
(a)for two, but not more than two, races selected in any one year by the British Cycling Federation, to 84; and
(b)for other races, to 60.
3. These Regulations do not apply to Scotland.
