This Order brings into force on 1st January 1986 those provisions of the Civil Aviation (Eurocontrol) Act 1983 ("the Act") which are not already in operation. These provisions give effect to certain amendments to the International Convention relating to co-operation for the safety of air navigation (Eurocontrol) concluded at Brussels on 13th December 1960 (Cmnd. 2114) made by the Protocol signed at Brussels on 12th February 1981 (Cmnd. 8662) and to the Multilateral Agreement relating to route charges signed at Brussels on 12th February 1981 (Cmnd. 8662). The Protocol and Multilateral Agreement come into force on 1st January 1986 following the deposit of the last instrument of ratification.
Section 1 of the Act, which inserts a new section, section 74A, into the Civil Aviation Act 1982 (c. 16), makes provision for the enforcement of foreign judgments etc. in respect of route charges. Section 2 amends Schedule 4 of the 1982 Act in relation to the immunities and privileges of the Eurocontrol Organisation. Section 3(1) amends the definition of the Eurocontrol Convention in section 24 of the 1982 Act to include amendments made to that convention.
