In pursuance of section 5 of the Police, Factories, etc. (Miscellaneous Provisions) Act 1916(1) I hereby make, as the police authority for the Metropolitan Police District, and I hereby confirm, the following Regulations:-
1.-(1) These Regulations may be cited as the Street Collections (Metropolitan Police District)(Amendment) Regulations 1986.
(2) These Regulations shall be published in the London Gazette on a day not later than 27th October 1986 and shall come into operation on 17th November 1986.
2. In Regulation 19 of the Street Collections (Metropolitan Police District) Regulations 1979 (which relates to the forwarding to the Commissioner of Police of statements of account in respect of street collections and the publication of details of such collections)-
(a)in the proviso to paragraph (1)(a), for the words "£100 or less" there shall be substituted the words "£400 or less"; and
(b)at the end of paragraph (2) there shall be inserted the following proviso:
3. In Regulation 20 of the Street Collections (Metropolitan Police District) Regulations 1979 (which makes special provision for certain street collections made in the period from 1st to 24th December in any year)-
(a)in paragraph (1), for the words "the Commander of the police district" there shall be substituted the words "the Chief Superintendent in charge of the police division"; and
(b)in paragraphs (2) and (3), for the words "the Commander" (in each place where they occur) there shall be substituted the words "the Chief Superintendent".

These Regulations amend the Street Collections (Metropolitan Police District) Regulations 1979. Under those Regulations a requirement that a statement of account supplied to the Commissioner of Police in respect of a street collection must be certified by a qualified accountant may be waived if the amount of the proceeds of the collection does not exceed £100. Regulation 2 of these Regulations increases that sum to £400. It also enables the Commissioner of Police to waive other requirements as to the publication of details of the collection, if the amount of the proceeds does not exceed £400. Regulation 3 substitutes the Chief Superintendent of a police division for the Commander of a police district as the authorising officer in relation to the authorisation of collections made in connection with the singing or playing of carols during the pre-Christmas period.
