The Parliamentary Constituencies (Wales) (Miscellaneous Changes) Order 1987

Made

26th November 1987

Coming into force in accordance with Article 1(3)

At the Court at Buckingham Palace, the 26th day of November 1987

Whereas in pursuance of section 3(3) of the Parliamentary Constituencies Act 1986(1) the Boundary Commission for Wales have submitted to the Secretary of State a report dated 8th May 1987 with respect to the areas comprised in certain constituencies in Wales and showing the constituencies into which they recommend, in accordance with the Parliamentary Constituencies Act 1986, that the areas should be divided:

And Whereas the Secretary of State has laid that report before Parliament together with the draft of this Order in Council to give effect to the recommendations contained in the report and each House of Parliament has by resolution approved the said draft:

Now, therefore, Her Majesty, in pursuance of section 4 of the Parliamentary Constituencies Act 1986, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:-

Citation, interpretation and commencement

1.-(1) This Order may be cited as the Parliamentary Constituencies (Wales) (Miscellaneous Changes) Order 1987.

(2) In this Order "the 1983 Order" means the Parliamentary Constituencies (Wales) Order 1983(2).

(3) Subject to section 4(6) of the Parliamentary Constituencies Act 1986, this Order shall come into force forthwith.

Aberavon, Gower, Neath, Swansea East and Swansea West

2.  For the county constituencies of Aberavon, Gower and Neath and the borough constituencies of Swansea East and Swansea West as constituted by the Schedule to the 1983 Order (and described by reference to the local government areas referred to in that Order), there shall be substituted the constituencies which are named on the left-hand side of Part I of the Schedule to this Order, and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 8th May 1987 (and accordingly as altered by the Neath (Communities) Order 1982(3), the Borough of Neath (Electoral Arrangements) Order 1983(4), the Swansea (Communities) Order 1983(5), the City of Swansea (Electoral Arrangements) Order 1983(6), the Brecknock (Communities) Order 1985(7), the Lliw Valley (Communities) Order 1985(8) and the Lliw Valley (Electoral Arrangements) Order 1986(9)).

Blaenau Gwent, Monmouth, Newport East, Newport West and Torfaen

3.  For the county constituencies of Blaenau Gwent, Monmouth, Newport East, Newport West and Torfaen as constituted by the Schedule to the 1983 Order (and described by reference to the local government areas referred to in that Order), there shall be substituted the constituencies which are named on the left-hand side of Part II of the Schedule to this Order and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 8th May 1987 (and accordingly as altered by the Newport (Communities) Order 1983(10), the Borough of Newport (Electoral Arrangements) Order 1983(11), the Rhymney Valley (Communities) Order 1984)(12), the Blaenau Gwent (Communities) Order 1984(13), the Torfaen (Communities) Order 1985(14), the Brecknock (Communities) Order 1985(15), the Borough of Blaenau Gwent (Electoral Arrangements) Order 1986(16), the District of Monmouth (Electoral Arrangements) Order 1986(17) and the Borough of Torfaen (Electoral Arrangements) Order 1986(18)).

Brecon and Radnor

4.  For the county constituency of Brecon and Radnor as constituted by the Schedule to the 1983 Order (and described by reference to the local government areas referred to in that Order), there shall be substituted the constituency which is named on the left-hand side of Part III of the Schedule to this Order and comprises the areas set out on the right-hand side, which areas are local government areas as they existed on 8th May 1987 (and accordingly as altered by the Neath (Communities) Order 1982(19), the Radnor (Communities) Order 1982(20), the Merthyr Tydfil (Communities) Order 1983(21), the Rhymney Valley (Communities) Order 1984(22), the Blaenau Gwent (Communities) Order 1984(23) and the Brecknock (Communities) Order 1985(24)).

Bridgend, Caerphilly, Merthyr Tydfil and Rhymney, Ogmore, Pontypridd and Rhondda

5.  For the county constituencies of Bridgend, Caerphilly, Merthyr Tydfil and Rhymney, Ogmore, Pontypridd and Rhondda as constituted by the Schedule to the 1983 Order (and described by reference to the local government areas referred to in that order), there shall be substituted the constituencies which are named on the left-hand side of Part IV of the Schedule to this Order and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 8th May 1987 (and accordingly as altered by the Merthyr Tydfil (Communities) Order 1983(25), the Newport (Communities) Order 1983(26), the Rhondda (Communities) Order 1983(27), the Taff-Ely (Communities) Order 1984(28), the Rhymney Valley (Communities) Order 1984(29), the Borough of Taff-Ely (Electoral Arrangements) Order 1985(30), the Borough of Ogwr (Electoral Arrangements) Order 1985(31) and the District of Rhymney Valley (Electoral Arrangements) Order 1985(32)).

Carmarthen, Ceredigion and Pembroke North, Llanelli and Pembroke

6.  For the county constituencies of Carmarthen, Ceredigion and Pembroke North, Llanelli and Pembroke as constituted by the Schedule to the 1983 Order (and described by reference to the local government areas referred to in that Order), there shall be substituted the constituencies which are named on the left-hand side of Part V of the Schedule to this Order and comprise the areas set out on the right-hand side, which areas are local government areas as they would have existed on 8th May 1987 if the Borough of Dinefwr (Electoral Arrangements) Order 1987(33) and the District of Preseli (Electoral Arrangements) Order 1987(34) had not come into force (and accordingly as altered by the Radnor (Communities) Order 1982(35), the Swansea (Communities) Order 1983(36), the Brecknock (Communities) Order 1985(37), the Lliw Valley (Communities) Order 1985(38), the South Pembrokeshire (Communities) Order 1985(39) and the Llanelli (Communities) Order 1985(40)).

Register of electors

7.  Each electoral registration officer for the constituencies referred to in Articles 2 to 6 above shall make such re-arrangement or adaptation of the registers of parliamentary electors as may be necessary to give effect to this Order.

PART I

Aberavon (county constituency)

(i)The Borough of Port Talbot; and

(ii)the following wards of the Borough of Neath, namely, Briton Ferry East, Briton Ferry West, Coedffranc Central, Coedffranc North and Coedffranc West.

Gower (county constituency)

(i)The following wards of the Borough of Lliw Valley, namely, Clydach, Dulais East, Gorseinon Central, Gorseinon East, Gowerton East, Gowerton West, Graigfelen, Kingsbridge, Llangyfelach, Lower Loughor, Mawr, Penllergaer, Penyrheol, Pontardulais, Tal-y-Bont, Upper Loughor and Vardre; and

(ii)the following wards of the City of Swansea, namely, Bishopston, Newton, North Gower, Oystermouth, Pennard, South Gower and West Cross.

Neath (county constituency)

(ii)the following wards of the Borough of Neath, namely, Aberdulais, Blaengwrach, Bryn-coch North, Bryn-coch South, Cadoxton, Cimla, Crynant, Dyffryn, Glynneath, Neath East, Neath North, Neath South, Onllwyn, Pelenna, Resolven, Seven Sisters and Tonna.

Monmouth (county constituency)

(i)The following ward of the Borough of Blaenau Gwent, namely, Llanelly Hill;

(ii)the following wards of the District of Monmouth, namely, Caerwent, Cantref Castle and Grofield, Croesonen, Crucorney, Goetre Fawr, Lansdown, Larkfield, Llanbadoc, Llanfoist Fawr, Llangybi Fawr, Llanover, Llantilio Crossenny, Llanwenarth Ultra, Mardy, Mitchel Troy, Overmonnow, Portskewett, Priory, Raglan, Shirenewton, St. Arvans, St. Christopher's, St. Kingsmark, St. Mary's, Thornwell, Trellach United, Usk, Vauxhall and Wyesham; and

Ceredigion and Pembroke North (county constituency)

(i)The District of Ceredigion; and

(ii)the District of Preseli wards Nos. 3, 4, 9 to 14, 18 and 21.

Llanelli (county constituency)

(i)The Borough of Dinefwr wards Nos. 2 to 6 and 9; and

(ii)the Borough of Llanelli.

Pembroke (county constituency)

(i)The District of Preseli wards Nos. 1, 2, 5 to 8, 15 to 17, 19, 20 and 22 to 31; and

(ii)the District of South Pembrokeshire.

Explanatory Note

(This note is not part of the Order)

This Order gives effect without modification to the recommendations contained in the report of the Boundary Commission for Wales dated 8th May 1987. The report contains proposals for changes to the areas of certain parliamentary constituencies where local government boundaries area changes have resulted in inconsistencies between local government boundaries and the boundaries of parliamentary constituencies and an additional change affecting the constituencies of Gower and Neath. Articles 2 to 6 of, and the Schedule to, the Order set out and describe the new constituencies. By virtue of the proviso to section 4(6) of the Parliamentary Constituencies Act 1986 the coming into force of this Order does not affect any parliamentary election until a proclamation is issued by Her Majesty summoning a new Parliament.
