The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of their powers under section 521(3) and (5) of the Housing Act 1985(1) and the Secretary of State for Scotland, as respects Scotland, in exercise of his powers under section 252(3) and (5) of the Housing (Scotland) Act 1987(2), and of all other powers enabling them in that behalf, and with the approval of the Treasury, hereby make the following Order:
1. This Order may be cited as the Homes Insulation Grants Order 1987 and shall come into force on 1st February 1988.
2. For the purposes of the Homes Insulation Scheme 1987, there is hereby prescribed:
(a)as the percentage of the cost of the works qualifying for grant 90 per cent.; and
(b)as the money sum payable as grant £137.

This Order specifies the percentage of the cost of the works eligible for grant and the maximum money sum available by way of grant under the Homes Insulation Scheme 1987. Under section 521(3) of the Housing Act 1985, and section 252(3) of the Housing (Scotland) Act 1987, the amount of the grant in any case is whichever is the less of the prescribed percentage and the prescribed money sum.
Under the 1987 Scheme, unlike the Homes Insulation Scheme 1984 which it replaces, applications on grounds of special need are the only applications for which grant is available. Such applications are defined in the 1987 Scheme as covering anyone who, or whose spouse, is in receipt of supplementary benefit, family income supplement or housing benefit. No other major changes have been made to the Scheme. The 1987 Scheme is laid before Parliament and published in a joint Circular from the Department of the Environment (Circular 29/87) and the Welsh Office (Circular 55/87), copies of which are available from HMSO. It is also published in a Circular from the Scottish Development Department (Circular 25/87), copies of which are available from the Department at St Andrew's House, Edinburgh EH1 3DD.
