Whereas:
(1) in pursuance of section 2(2) of the Remuneration of Teachers Act 1965(1) ("the Act"), the Committee constituted under section 1 of the Act for the purpose of considering the remuneration payable to teachers in primary and secondary schools maintained by local education authorities and to other persons employed by such authorities as teachers in the provision of primary and secondary education (except teachers in an establishment maintained by a local authority in the exercise of a social services function) ("the Committee") have transmitted to the Secretary of State for Education and Science ("the Secretary of State") recommendations agreed on by them with respect to the remuneration of such teachers ("primary and secondary education teachers");
(2) there are in force Orders made under sections 2(4) and (6) of the Act with respect to the remuneration of the teachers in question, such Orders being those specified in Schedule 1 to this Order;
(3) it appears to the Secretary of State that effect can most conveniently be given to the recommendations of the Committee by amending the scales and other provisions set out in the document referred to in the said Orders, namely the document published by Her Majesty's Stationery Office on 7th October 1983 under the title"Scales of Salaries for Teachers: Primary and Secondary Education, England and Wales 1983"(2) ("the 1983 Document"), as amended by the said Orders;
(4) in pursuance of section 2(5) of the Act, the Secretary of State has prepared a draft Order setting out the amendments to the 1983 Document which, in his opinion, are requisite for giving effect to the recommendations of the Committee, and
(5) the Secretary of State, as required by section 2(6) of the Act, has consulted the Committee with respect to the draft Order and the Committee have made no representations with respect thereto:
Now, therefore, the Secretary of State, in pursuance of sections 2(6) and 7(3) of the Act, hereby makes the following Order, which is in the form of the draft:–
1.-(1) This Order may be cited as the Remuneration of Teachers (Primary and Secondary Education) (Amendment) (No. 3) Order 1987.
(2) This Order shall come into force on 28th February 1987.
2. The scales and other provisions contained in the 1983 Document, as amended, are hereby further amended, with effect from 28th February 1987 in the manner specified in Schedule 2 to this Order, and with effect from 1st July 1986 in the manner specified in Schedule 3 to this Order.

1. In this Schedule references to annexes are references to annexes to Appendix III to the 1983 Document.
2. In annex D there shall be added–
(1) after paragraph 10(2) the following sub-paragraph–
"(3) Diploma in the Teaching of Mathematics to Low Attaining Pupils in Secondary Schools awarded by the Mathematical Association.";
(2) after paragraph 16 the following paragraphs–
"16A. Diploma in Professional Studies in Education Language Development awarded by Sheffield City Polytechnic.
16B. Diploma in Special Education awarded by Jordanhill College of Education.
16C. Diploma in the management of Primary/Middle Schools awarded by North Worcestershire College.".
3. In annex E–
(1) there shall be added after paragraph 14 the following paragraph–
"14A.-(a) Diploma in Creative Photography awarded by Derby Lonsdale/Trent Polytechnic;
(b)Associateship of the British Institute of Professional Photographers (ABIPP) formerly known as the Institute of Incorporated Photographers (IIP);
(c)Higher Diploma in Creative Photography awarded by the London College of Printing:
provided that in each case the teacher has attained an acceptable standard of general education (see paragraph 2 of the General Provisions preceding these annexes).";
(2) there shall be added to paragraph 16(a) after the word"Accountants"the following words–
"(except where the qualification entitles the teacher to be classed as a good honours graduate under annex F);";
(3) there shall be added to paragraph 16(iii) after the words in brackets the following words–
"save that, in the case of the Associateship of the Institute of Cost and Management Accountants, such experience is not necessary for qualifications awarded after 1973.";
(4) there shall be added, after paragraph 22, the following paragraph–
(i)"22A. Associateship of the British Institute of Management with the Graduate Certificate of the Institute of Work Study Practitioners or with a qualification accepted by the latter Institute;
(ii)Diploma in Commerce with Honours awarded by Glasgow College of Technology after a 4 year course.";
(5) in paragraph 30–
(a)for sub-paragraph (q)
there shall be substituted the following sub-paragraph–
"(q)Graduate Diploma (Jazz, Popular and Contemporary Music) (formerly the Diploma in Light Music) from the City of Leeds College of Music;";
(b)after sub-paragraph (v) there shall be added the following sub-paragraphs–
"(w)Professional Diploma in Music of Newcastle upon Tyne College of Arts and Technology, obtained under 1984 or later syllabuses;
(x)Graduate Diploma in Music of Mabel Fletcher Technical College;
(y)Graduate Diploma in Band Musicianship of Salford College of Technology obtained after 1978 but before 1984;";
(c)in sub-paragraph (ii) of the proviso there shall be substituted for the words"to (v)"the words"to (y)";

"68A Graduate Diploma in Computer Studies of the Polytechnic of the South Bank, Leicester Polytechnic or North East London Polytechnic, provided that the qualification entitles the holder to exemption from Part II of the examination of the British Computer Society.
68B. Graduate Diploma in Information Technology of Leicester Polytechnic.
68C. Diploma in Communication Studies of Birmingham Polytechnic.
68D. Graduate Diploma in Mathematics of Leicester Polytechnic, provided that–
(i)the qualification is accepted as making the holder eligible for Graduate Membership of the Institute of Mathematics; and
(ii)the qualification does not entitle the holder to be classed as a good honours graduate under annex F.";
(7) in paragraph 76–

In section 12 of the 1983 Document ("London Area Allowances")–
(1) in sub-section (1) for the sum of £1,100(3) there shall be substituted the sum of £1,215;
(2) in sub-section (2) for the sum of £726(3) there shall be substituted the sum of £795; and
(3) in sub-section (4) for the sum of £282(3) there shall be substituted the sum of £309.

This Order amends provisions contained in the document setting out the scales and other provisions for determining the remuneration of teachers in primary and secondary schools maintained by local education authorities and certain other teachers employed by such authorities. This document, entitled"Scales of Salaries for Teachers: Primary and Secondary Education, England and Wales 1983", which has been amended by the Orders listed in Schedule 1, is published by Her Majesty's Stationery Office and may be obtained from Government Bookshops or through booksellers. The Order gives effect to recommendations made by the appropriate Burnham Committee under section 2 of the Remuneration of Teachers Act 1965 ("the Act"). The amendments in Schedule 2 make additions to the qualifications and courses in annex D which entitle a teacher to the payment specified in Appendix III, and to the qualifications in annex E and F which entitle a teacher to be classed respectively as a graduate or good honours graduate for salary purposes. The amendments in Schedule 3, which are effective from 1st July 1986, increase by 9.5% the London Area allowances payable to teachers serving in the Inner, Outer and Fringe areas, as defined in section 12 of the 1983 Document.
The retrospective effect of the Order is authorised by section 7(3) of the Act.
